Answer: .gz is a linux compression filetype. It sounds like your database file is not restored, and id bet money that the file back-10.2.09.mysql.gz is your mysql database file.

If you want to open the file winzip or winrar will open it, but if you are trying to restore a database file then open your phpmyadmin and import browse for the file and then upload it.
